New South Wales Premier Chris Minns has officially broken ground on Dawn, Stage 5 of Sekisui House Australia’s $5 billion Melrose Park masterplanned community.
Developed with Hankyu Hanshin Properties and built by Decode, Dawn will deliver 368 park-side residences as part of one of NSW’s largest privately owned urban renewal projects.
The milestone signals the next phase in transforming Melrose Park into a community of more than 5,500 homes, a mixed-use town centre, 50,000 square metres of green space and future schools.
Sekisui House Australia group CEO and managing director Kazunori Ito said the ceremony reflects the company’s long-term investment in housing supply, employment and sustainable community creation.
“This moment represents more than just the start of construction. It is about building a new urban heart for Sydney’s geographic centre,” said Ito. “Dawn and the wider Melrose Park masterplan will generate thousands of jobs, deliver quality homes for families and help more people realise the dream of home ownership.”

Ito added that the project aligns with the NSW Government’s housing targets and the expanded Home Guarantee Scheme, which is enabling more first home buyers to purchase with a 5 per cent deposit and no Lenders Mortgage Insurance.
Since 1 October, the federal scheme’s value thresholds have lifted to $1.5 million in NSW, improving access to new apartments at Melrose Park and easing the financial barriers to ownership.
Decode founder and chairman Sam El Rihani said the company was proud to help deliver the next chapter of the landmark project.

Designed by Group GSA, Dawn embodies Sekisui House Australia’s global “Love of Humanity” philosophy, integrating sustainability, technology and liveability. The precinct will feature energy-efficient design, green space and direct links to the future Parramatta Light Rail Stage 2 and Melrose Park Town Centre, due to open in 2026.
Construction is also underway on Melrose Park High School, designed for more than 1,000 students and located within walking distance of Dawn.
Melrose Park’s smart community vision includes electric vehicle charging stations, environmental monitoring systems with Western Sydney University and NBN fibre connectivity from node to residence.
Dawn’s residences start from $649,000 for one-bedroom apartments and $1.259 million for three-bedrooms, each with secure basement parking and access to rooftop gardens, podium parks and internal courtyards. Overlooking nearly two hectares of Central Park, the precinct will offer barbeque areas, children’s play zones and walking trails.
Construction of Dawn is scheduled for completion in Q1 2028, contributing to Sekisui House Australia’s pipeline of more than 9,000 homes and apartments nationwide.
